Sekadar opini, negara kita ini bisa dibilang negara yang konsisten, menjalankan peraturan perundang-undangan dengan cukup baik. Buktinya? Coba lihat pasal 34 ayat (1) Undang-undang Dasar 1945 yang isinya, “Fakir miskin dan anak terlantar dipelihara oleh negara”. Untuk urusan yang satu ini, tidak bisa dipungkiri, pelaksanaannya tidak dilakukan setengah hati.
Coba Anda perhatikan di tiap persimpangan lampu merah, di kolong jalan layang, makin hari, makin bertambah. Itu implementasi pasal barusan, fakir miskin dan anak terlantar dipelihara, dirawat kemiskinan dan keterlantarannya, ya jadi makin banyak.
“Terus, agar fakir miskin dan anak terlantarnya makin sedikit, bahkan tidak ada sama sekali, harus gimana?”. Digenosida. Bercanda bercanda, walaupun bisa jadi. Mereka itu harusnya ditarik semua sama negara, yang masih usia sekolah, diberikan pendidikan gratis. Pendidikan itu penting, agar nanti sudah dewasa, mereka mantap dalam membedakan mana yang baik dan buruk, serta pola pikirnya berkembang, tidak stagnan. Yang usianya di atas itu, diberikan pelatihan sesuai minat agar menjadi individu yang kompeten di bidangnya, jadi lebih mudah mencari kerja atau buat usaha sendiri. Jangan berasumsi, orang-orang tersebut malah akan merugikan negara. Mereka yang sudah dididik oleh negara untuk menjadi pribadi yang lebih baik dengan masa depan yang lebih cerah, masa tidak berterimakasih kepada negaranya, dengan cara berkontribusi dalam memajukan negara sendiri. Kebaikan itu tidak akan pernah jadi hal yang sia-sia. Saya rasa, kemungkinannya kecil bagi mereka untuk menjadi manusia-setengah-hewan yang tiap hari duduk di kursi jutaan rupiah di dalam ruangan ber-AC, yang dikantongnya banyakan uang rakyat daripada uang sendiri.
